Statement by the Policy Oversight Committee concerning the IANA draft Bylaws and Articles of Incorporation

The Policy Oversight Committee (POC) welcomes the announcement by the Internet Assigned Numbers Authority (IANA) on Monday, August 24, 1998, of the third iteration of draft bylaws and articles of incorporation for the new IANA.

The POC has been an active contributor to the restructuring of the new IANA, and is pleased to see several of its comments, along with the consensus views developed in several recent related meetings, reflected
in these drafts.

The POC believes that these drafts define the basic framework for an institution which will provide stability, transparency, a balance of representation of legitimate interests of stakeholders, yet still providing for innovation and further evolution of the Internet. The POC also believes that the latest draft reflects a necessary consensus from the majority of the Internet community. Therefore, POC endorses and supports the drafts released by IANA as essentially the version leading to an early establishment of the new IANA before September 30, 1998.
