Unless this is an incorporated body of some kind, it doesn't really
have a charter.   It presumably has a statement of work, but this
is difficult to garner from the press releases.  Maybe you could
help clarify.  Indeed, since it's in the nature of a working group,
maybe brief comments by the participants on the objectives a they
see them would be useful.
