Well, I take it from the press release [http://www.iahc.org/iahcmembers.html]
that:

[snip]

"The IAHC will be charged with fairly and openly looking at the complex issues
surrounding the current domain name and registry situation, including trademark
and infringement, economics and administration of registry operations, dispute
resolution policies, fees and iTLDs," Heath said. He anticipates the Committee
reaching reasonable consensus on issues identified, sometime in January. A
subset of the IAHC will seek to implement its recommendations very shortly
after that.

[snip]

I've reviewed material available on the IAHC web, and I have a couple of
simple questions:

o To echo Tony's questions, what exactly are the IAHC's immediate tasks,
and what are the expected results of said tasks? I assume from the tone
and context of what I have read, a set of recommendations will be
provided. To whom? And what weight will these recommendations carry?

o What exactly does "A subset of the IAHC..." imply, and exactly how
will these recommendations be executed? This strikes me as somewhat
vague and perhaps even fraught with expectations of fixing non-existent
problems. I would prefer that the problems be identified *first*, prior
to setting out to fix them.

I also took satisfaction in reading that the IAHC will hold an open meeting
in San Jose next month on December 11th, in conjunction with the meeting(s)
of the IETF. I look forward to attending.
