Tony, I'm not an attorney and don't profess to know "the law" but
I've certainly never heard that the term is restricted for exclusive use
within formal legal processes.
In any event, the IETF "charters" working groups and we rather
pointedly emulated the style of an IETF working group charter. Yes, it's
also fair to consider it a Statement of Work. The other phrase I like to
use is "a contract between the working group and the community."

Perhaps other committee members have better insight, but I wouldn't
know how to respond to such a request. Are you looking for sound bites, in
the style of "it's a difficult task and we are looking forward to community
support in bringing this matter to a constructive resolution" or something
else? Personally, I think our best comments will be in the form of
eventual output, with second-best being comments coming as part of
contentful dialogue, rather than in response to open-ended elicitations.

As stated in the charter, by mid-december we are supposed to lock
down a specification for iLTD policies and procedures. That seems pretty
immediate.
