It would appear that the link to the IAHC charter and work plan is 
missing from the IAHC homepage.  It has much of what you seek and will
hopefully be added back in very soon.

I think we all know what the problems are and we don't need to waste
valuable time in reidentifing them.  Off the top of my head: monopoly
status of NSI and limited commercial iTLD space are the 2 major ones
that need to be fixed.
