Can you specify who you would recommend to have jurisdiction?
Based on your altRFC I see you feel that:

The IAHC has the backing of the ITU which is a UN Chartered organization. Can
you specify how quickly do you think the UN can set up such a commission as you
recommend (realistically - remember politics is involved here) and in which
case what do we do in the meantime until such an IIC is formed?
