I would appreciate it if you could enlighten me as to when and how and by whom
this backing was formulated/given/communicated.

Or do you perhaps, when referring to ITU actually mean to refer to one or more
ITU employees?
(there is quite a difference between ITU and ITU employees
 (or ITU elected officials for that matter))

Apart from that, backing or no backing from ITU, Mr. B-B Ghali and/or the
King of Norway; just get on with it and develop the recommendations and distribute
them for comments.
