Tony, while you have many useful perspectives to bring to this process,
these false attempts at legalisms are not helpful.
The actual definition of "charter" (from the latin "charta" or paper) is
simply "a formal document" in both my dictionaries.
Charter is used as a term in the English language whenever a clear path
or goals are laid out. To "chart" a course -- commit it to paper.

Only the legal dictionary uses charter as a grant from a soveriegn
power, and then only as to rights and responsibilities.
But "sovereign" could very well be applied, if you really want to be
picky.... IANA _Is_ Sovereign ("supreme power") in this matter (DNS),
and has established this committee. This charter specifies its rights
and responsibilities reasonably well.
Of course, some folks have already revolted against the sovereign ;-)
