Here's the problem: Policies which 'favor' particular
constituencies are easy to challenge. It is simply too likely that the
assessments distinguishing among constituencies or assigning higher
priority to one constituency over another are basically subjective.
Subjectivity breed challenges.
First come/first served has an inherently fair quality about it or,
at least, most people seem to be willing to call it fair. It is thoroughly
mechanical and, therefore, completely objective. It can't be used for all
issues, but it can be used for many.
I've seen enough different constituencies support its use that I am
personally inclined towards it. Enough so as to toss back the challenge:
If one does not approve of fc/fs, what then is proposed?
