An open period of applications. Ie
Day X: Applications for TLDs accepted.
Day X + Y: Application period close.
Day (Y + 1) - Z: All applications for a given top level domain are
reviewed, and the one that is best suited to run the TLD is given the
contract, rather than the guy who stayed up till 12:01 on Day X to
send in his application from Podunk ISP.
Of course, there has to be some sort of rating system then... Possibly a
point based system where an ISP gets so many points for having this and
whoever gets the most point wins, and in case of ties, first come first
serve.
