Following IETF decisions is voluntary.  Are you suggesting that you *want* 
a body with legal authority making decisions that you are *forced* to 
follow?

How about worrying less about how enforceable the committee's decisions 
will be, and more about *what* those decisions should be?  You have the 
opportunity to contribute, with no obligation to abide the resulting 
decisions.  The Internet community at large will determine whether the IAHC 
has done an adequate job when networks decide whether to support those 
decisions by implementing them.

Let's ensure that the decisions are good ones, so that further government 
involvement/control is not required.
