Ridiculous but that's what a lot of people seem to think to be enough.
Which is why I also sent mail to iana@iana.org "claiming" several TLDs.
They replied to me "No, we're not taking applications at all yet, so you
are correct.." I had asked them about claims that IANA had applications
for some TLDs early.
