I've posted my alternate suggestion several times now. I model it after
the systems I've seen for local government contracts: a bidding period
and then the contract given to the "best" bidder.  According to the
timetable on www.iahc.org, I'm willing to work on a proposal incorporating
this if there is anyone else interested in collaborating on this.

And even if we use FCFS, what is Day 0? I know you have your ideas of
Day 0, Chris, and I do respectfully disagree with you. So even if worse
comes to worst (in my opinion) and FCFS is chosen, Day 0 must be
considered. More accurately millisecond 0 must be chosen. Because then
I know that the people at Alternic will be staying up till that 
millisecond. And many others. So it will end up who's message packet
zips across the Internet quicker.

Or if Day 0 has already passed, a nice mess will result from people
proving they've registered a domain before there was any published
registration process.

more confusing by having different people respond differently to the
same question. As on this list, IAHC members posting here post only
for themselves. We all know that. But at iana@iana.org, who knows.
We might think they speak for the organization, but someone else
at IANA will tell you exactly the opposite of what you just heard.

So the bottom line is even if FCFS is used, IAHC or whatever body
gets blamed in the end is going to have a big mess on its hands.
As per the international aspect of this; I speak regularly to people
from all around the world and give me some time and I'm sure I can
find companies who lay claim to a given iTLD using FCFS.
