Many TLDs, decentralized admininstration



The problems associated with FCFS, Day 0, Minute 0, etc. are
insurmountable given a short list of new TLD's. The only answer is to
open it up so wide that everyone gets a name they can live with.

This solution creates dozens of new TLD's.  Let each TLD be administered
by a group representing the many segments within an industry. This
solution lets the IAHC establish ground rules for forming representative
groups within an industry segment, but lets the groups determine how
they want to assign domains.

For example, the insurance (INS)industry might not want to charge very
large dollars to register an insurance company, less to register an
agency and even less an agent.  The ART industry might not want to
charge anybody.  They may elect FCFS.  Let each decide.

The beauty of this solution is that it gets the IAHC out of the middle
of the many conflicts that are going to be impossible to resolve and it
staggers the implementation dates because each group will create its own
implementation schedule.  It lets the IAHC only create TLD's where
representative groups can be created and administered.  IAHC can create
some, others would be requested by groups formed for that purpose.  Let
the process be endless.  Let it be restricted to qualified groups.

Next, the IAHC or whomever, needs to create a "world court" to resolve
all domain names for whatever TLD according to IAHC guidelines and then
the specific regulations of each administering group.  IAHC acts as
Supreme Court, administering groups act as local courts.
