You raise a valid point. I've gotten a reply from IANA with an official
policy statement from their webpages (sent to me by Jon Postel). The web
page basically says "the IAHC decides if IANA applications are honored".
IANA made the first wrong move by accepting applications in any form
at all. Now they're going to pay, in one way or the other, for their
mistake. From what you've told me Chris, you do have a case, at least that
the IANA did not make the process clear.
Whether that an IANA application gives you priority, and what does
"priority" mean is two questions that the IAHC must decide.
They weren't kidding when they said "Let the games begin."
