I run ML.ORG which has no mailing address because the organization does
not exist. I bought a P.O. Box because I don't want ML.ORG mail to go to
my personal mail box. Since ML.ORG does not have an office or staff,
or a location, there is NO street address available. Yet ML.ORG offers
registry services and serves thousands of domain names free of charge.
So by your proposal ML.ORG would be shutdown. Verifying email addresses
and making sure they don't bounce is something that is a good idea,
verifying postal addresses won't work.
