Here we see why it should be the case that anyone who proposes a new
iTLD relinquish all ownership claims to the IANA (or whoever "owns"
the root domain). That is, Bob could propose .wtv as an iTLD, but as
a condition of it being designated as an iTLD he would have to sign a
standard form that relinquished all rights to the name to the body
that designates iTLDs.

It is unknown what the effects of 10000 new TLD's would be.
