There is absolutely no problem as I see it. You just seem to mistake
"." and ".xxx.". Root servers need to host "." and be aware of servers
for the subdomains under, and that's all. Obviously, all root servers
need to contain the same records, but that's not a problem.
The fact is that, currently, root servers host "." and ".COM" and
so on, but they don't host ISO country-code 2 letters domains.
