Perry,

The charter has dates in it for accepting applications and more dates
for granting TLDs.  If the charter was going to look at whether or not
to assign new TLDs, I don't think it would put dates in the charter for
assigning them.  See below:

Jan 15, 97: Near-term iTLD Policies & Procedures published 

Jan 15, 97: Implementation group formed for reviews and awards 

Feb 10, 97 Deadline for applications according to new policies and
procedures 

Mar 1, 97 Initial awards according to new policies and procedures
