Pierre and I already run two succesful free registries for second level
domains. We've already tossed around the idea for setting up a free Top
Level Domain, and unlike some other parties involved, we are willing to
co-operate with the current infrastructure and prove our intent to
provide free domains. Our track record (I've been running ML.ORG for two
years now, I believe Pierre has been running EU.ORG for over a year)
already shows we haven't pulled a bait and switch on free domain names.

Im going to set up a mailing on my server soon to discuss the particular
issues of a free TLD --> whether or not a free TLD would get a break
from IAHC/IANA/etc on the fees, and if not, how to pay for those fees.
>From the technical aspect the only thing that needs to be done is to
agree on a common interface at some level so we can interface our two
registries. Other than that, by simply just DOING it, we've proved no
cost registries can be a reality. There are more good people out there
than you think! It's just the greedy ones are LOUDER!
