Uuh, seems dangerous to me, unless I've misunderstood.

It looks like quite an effective incentive for people _not_ to keep
their contact or NS records up to date, unless they _really_really_
have to. For example, technically, a contact email doesn't need to
be updated for the domain to work.

Modifications _need_ to be free.

Unless there's a clever trick somewhere in your scheme, that is.
