Maybe then, contact info mods are free, contact change mods cost money,
and ns record changes cost money.  Ideally, domain records would only
hold the handle for a contact NOT all info.  This way contact info could
be changed by the contact, without changing the domain record itself. 

There are things to be worked out, obviously.
