I agree with Pierre; but I guess under Vince's model that means that just
Simple (non-technical) mods need to be free. What I think is a better
model is a one time creation meta registry fee. Domain
Modifications/Deletions are free. Simply because modifications must be
handed in through some sort of template, and they will automatically be
parsed with no human intervention. 

If a person wants a HUMAN to make a modification, they can pay let's say $10
per modification. But just sending a well-formed template that the parser
can handle should be free.
