I don't think everyone, and certainly not me, agree with different iTLD's
run exclusively. The meta registry seems to be a necessity in some way
(either as the way IANA is; allocating new registries, or a database
maintainer for shared TLDs), but the actual operation of registries is still
up for grabs.
