shared TLDs

Personally, I like the idea of having all TLDs operate under shared
registries, and I think there is now widespread community sentiment in
this direction.

However, we really do need some solid technical work done to produce a
reasonable standard set of protocols for doing this. I highly
encourage people to work on prototypes and specific proposals.
