The language does say 'awards', but that's all it says.
The strong general consensus is that the status quo is not
acceptable -- that's why the iahc was formed. This means that there is a
general consensus that there will be changes. While I suppose it's
possible that such changes might, theoretically, involve nothing more than
making changes in NSI's operation, it isn't clear that a group like the
IAHC could mandate such a thing, given NSI's current agreement. Besides
that, I don't think many of us believe this would be a sufficient outcome.
(But we do want to be thorough and in its travels down the various paths of
possibility, I'll note that this possibility did come up in the IAHC
discussions.)
So if there is going to be change and it is going to involve more
than NSI, the word "award" isn't unreasonable, although perhaps it should
have said "implementation of" in order to be even more neutral. But the
text very carefully does not state the nature of the award. We want to
refrain from assumptions until there are proposals and reviews sufficient
consensus.
Each of us, on or off the IAHC, might well have strong, personal
expectations about the nature of those awards, but folks need to realize
that those are personal interpretations and are not stated in the charter.
