What I am after when I suggest a fee structure is a system where a
domain holder is NOT attached to a registry.  How can we ensure the
freedom of a domain holder to use whatever registry they want whenever
they want without a fee based transaction system.

I guess they could pay an initial fee for creation, and the
meta-registry would escrow a portion of their fee for "free" changes to
a domain.  The meta-registry could then pay the registry from the escrow
fund on behalf of the domain holder.  If someone exceeded their freebie
changes then they might have to pay as they go.

Any ideas???
