It is unlikely that you will see official comment since that requires
a while to generate, but trust me -- it was very widely agreed within
the IAHC that we were not going to decide before even doing any work
what the outcome was going to be. We therefore made a principled
decision not to assume before the fact that new iTLDs were the only
possible solution. They are a very strong possibility, but we prefer
to come to that conclusion after doing our work, not before.
