	the charter went through very nit-picky review by about 3/4 of the
committee.  the milestone text had somewhat less review which is why it is
causing a bit of misunderstanding.  I'll 'fess up to actually being the one
to write the milestone text.  I assure you that the intent was fully and
completely to think in terms of applications and awards without in any way
binding things to a particular detail, such as new tlds or new registries.
I also admit that this is difficult to word correctly, since new tlds and
new registries are so much on all our minds...

ps.  while I think it's important to be clear about this sort of issue, I
really do wish we could focus more on proposals and feasibility.
