It seems to me that it's not what Bob proposed.
He was talking about the naming of a _registry_, not about any TLD.
That registry might run several TLDs. That's all.

Could you give us more information about nic.net? You seem
to be the owner of this domain, do you deliver subdomains to
third parties, as you seem to imply by your previous comments?
http://www.nic.net/ only gives a "No Way" message with a pointer to
the Internic...
