Looking at the dates you list below, I see no mention of new
TLDs. That is certainly one possible outcome of the process, but not
the only possible outcome, and the dates do not explicitly specify new
TLDs.

None of the dates below say "Awards of new TLDs", only "awards". Those
could be, for example, awards of shared registry rights and other such
things. Don't read too much into it. I think the point of the dates
was that we want to expeditiously come to closure on this and have a
new system in place within a few months.
