I am not trying to nitpick, but I do think it is important to clear this
up. The charter clearly states that applications will be accepted and
awards will be made. This doesn't come right out and say TLD's, but
whoever authored the charter likely wasn't thinking about something
else. I think it is fairly clear to all who read the charter that
awards are TLD's.
Who wrote the charter? Can we get an IAHC official response?
