draft-higgs-tld-cat specifically addresses this issue. It provides a
framework at the top level to delegate shared/specialized/private TLD's
based upon their individual function and purpose. .GOV & .MIL are
private TLD's. .COM may become shared. .INT is specialized. This draft
creates three classes of TLD in order for this to happen.
