By the time the IAHC has reached its last milestone the process of
examining whether or not new TLD's are needed and how they should be
created will have been going on for two years. It seems to me that this is
sufficient time.

What are these two official government proceedings? Where can we learn
more about them? Basically, the Internet is not a governmental
organization and I don't see why we should ask for governments to solve
our problems or wait for government deliberations or actions.

On the contrary. It suggests that the matter is fully in hand by the
professionals and organizations who deal with the various aspects of the
Internet. The message that this should send to the outside world is that
we are ready and willing to deal with policy issues that are the outcome
of the rapid deployment of Internet technology worldwide. The IAHC is not
going to be the last policy-making committee struck to deal with a
pressing matter regarding the net.
