Whenever anyone asks basic questions, they are told they
are not relevant.

It appears that many aspects of this activity are violative
of the Admistrative Procedure Act - particularly with the
alleged involvement of the FNC - and for all those interested
in these and other basic issues, I'm sure we can heed your
advice and find another forum and announce it shortly.
