Framework for IAHC proposals

In order to help folks think of questions to answers, I've posted

which has had the general review and general concurrence of other IAHC
members.  That said, please take it more as an individual contribution than
anything official.  Part of the reason for such a squishy stance is that
I'd like to see some comments on it for modifications.  What questions does
it NOT ask that it should, for example?

	The page is also accessible under the 'contribution' link on the
IAHC home page.
