Well, NSI was bought by SAIC, so I guess it could be said to be
controlling it, but I do not believe SAIC has any input in the day to
day operations of either domain or ip registration services.

SAIC is a large US defense contractor, *of course* it has close ties
to the Pentagon, the CIA, the NSA, and the American government -- they
like to get defense contracts.

I agree that it would be nice to have a non-profit, international
(although not sure exactly what you mean by this, nor what you mean by
"fully") and democratic organization operate the root as it is a
global resource. In fact, I would propose that such an organization
be responsible for the management of all non-ISO 3166 top level
domains as well as they are also a global resource. After all, if it
is good for the root, why not for the other "global" domains as well?
