The telephone industry has solved this problem pretty well for 800
numbers, and there don't appear to be complaints among the
registrants, so it appears we have a functioning model.

I don't think we have to worry much about a meta registry being
monopolistic, frankly, because we are talking (in all likelyhood)
about a tiny operation with a tiny budget, and were we to go with that
model the organization in question would probably be contractually
constrained against self dealing.
