These latter functions would not appear to be documented in the URL
you mentioned. Also, while I might agree that IP number allocation
policies/procedures need revision, I was not aware of any significant
concern over the "RFC process".
In any event, I imagine these topics somewhat out of scope for this
list as my understanding (which I'm sure will be corrected if I am
mistaken) is that this list is concerned with (specifically) top level
domain name allocation issues.

I would note that it is likely these 3 are mutually exclusive.
