  I hope that the IAHC will run to completion and close, 
sending ISOC one step farther down the road toward being a
respected and international technical standards body, which
may elect to establish a chartered body under the U.N. to
deal with mixed technical and political issues which grow
out of the rapid changes we have seen in just one corner of
the communications spectrum.

  And I speculate that ISOC/IETF style decision making will
be seen as an exemplar of personal involvement in governance.
