Bob,

it might be useful to review a bit more of the history of
fees before such a claim is staked.  For instance:

	1) The original solicitation for NIS managers
	included a provision for the implementation of fees.

	2) A Sep 1994 IEEE workshop recommended the
	implementation of fees.

	3) The Dec 1994 midterm Peer Panel review of InterNIC
	activities recommended the implementation of fees.

It was in the above context that NSF requested and eventually 
approved NSI's plan for implementation of a user fee for domain 
name registration. We believe the above provides a reasonably 
complete context for the discussion of the a fee-for-service model 
for the Domain Name Services provided by NSI.
