Everything points to: IANA had the power to delegate ISO TLDs, but they
don't have the power to oversee them once they are delegated.

I do not think that the IAHC will concern themselves with any remiss
policies of the past regarding th ISO TLDs, even to the point that they
might learn a lesson from past mistakes/failures.

However IANA always refused/ignored requests to clarify the ISO TLD
delegation policy.

Perry Metzger has functioned as the "unofficial" IANA spokesperson on ISO
Delegation policy, in the absence of any message of any kind in the past
from IANA. Ask him for clarification.
