These are not bipolar considerations.  It might be more
useful to use columns headed advantages and detriments.

In the advantages list, you have those attributes
typically used for exclusive registries of all kinds
whether they be radio station call signs, spectrum,
drivers licenses or IP addresses:

administrative/oversight simplicity
possible scales of efficiency


This also varies as a function of n.
The more registries, the more complex and bureaucratic
the administration/oversight.  This suggests a low 
value of n.
