Robert, I have to tell you that this is, in no uncertain terms, a lie.

I have an envelope, sealed, with our check returned to us from IANA.
The fact that they returned it would tend to indicate that they accepted
it in the first place. Bill Manning took the envelope from my hand in
the IANA offices, in the presence of witnesses.

Perhaps if Jon had said, in his email, that IANA accepted our check but
decided to return it, things would be different. But that's not what he
said, is it?
