I running out the door now but I will follow up more closely on your
suggestion. There is a nascent form of this from Dave Crocker at http://www.iahc.org/draft-iahc-framework-04.html but in my opinion,
this stipulates far too short of a comment period. But as the URL indicates
it's a draft.
