Hold on a second. If they never cashed the check, they never accepted
payment. Taking delivery of an envelope in front of witnesses is not
the same as accepting money, and the fact that they returned your
check rather than cashing it indicates that they refused payment.
To recap, you have said, in response to Jon Postel's comment

Repeating what Postel said:

Examining the facts, I cannot see how the IANA returning, uncashed, a
check that you handed them, can be considered inconsistent with Jon
Postel's comment that the IANA has not accepted money for domainr
egistrations or anything similar. Calling Jon's comment "in no
uncertain terms, a lie" as you have is not a reasonable conclusion to
draw from the given evidence.
