What about everyone who followed Jon Postel & Bill Manning's advice on
the newdom lists. A year ago, they specifically instructed folk on how
to submit TLD applications, and where to send them (to InterNIC who
would forward them onto IANA). This was way before draft-postel, let
alone the idea of the IAHC. Consequently, IANA has a folder full of
applications. To throw those applications out now is going to be an
inherently costly mistake.
