I think at this point IAHC has two options: to ignore these
applications, because they were made at a time before the application
process was open and announced, or accept them. If they were ignored,
then of all the people threatening to sue them, I'm sure at least one
will. So they'd better consult their lawyer(s), Jon Postel, and Bill
Manning. A statement from either of them personally or as IANA about
this matter directly would help clear up a lot of things.
