The folks who'll make the most money out of this model are the lawyers
and auditors. This could be a transaction nightmare. NSI, with their
cash-flow, and market lead, still can't deal with line one (creation),
let alone segment the billing the way described above.
If you're going to go with this model, you're going to need an
accounting and billing structure like a credit card company. Now, what
business are we in? Financial transactions or DNS delegation?

It could work. But you'd be playing in a different league. The small
registry has little hope of qualifying.
