Neither.  The Alternic's activities are irrelevant, since none of the
addresses which they say they have registered can be resolved by the 99+%
of the net which use the nine well-known DNS roots at ROOT-SERVERS.NET.

If the IAHC decides to add new TLDs, there's no reason the Alternic can't
apply to be a registry for some of the new TLDs, but there's no reason to
treat their application any differently than anyone else's.
